and well-being of Singaporeans across the life course.
Job Description
We are seeking a
highly motivated and detail-oriented candidate to lead the development
and implementation of a data governance framework at A*STAR Institute
for Human Development and Potential to ensure the quality, security,
and compliance of research data across the Institute. The successful
candidate will have expertise and experience in data governance, data
management, and clinical research, as well as excellent leadership and
communication skills.
Responsibilities:
- Develop and implement a data governance framework that
aligns with industry standards and regulatory requirements specific to
Singapore, working with stakeholders to establish data policies,
procedures, and standards.
- Collaborate with research teams
within and beyond IHDP to ensure data quality, security, and
compliance with regulations such as PDPA (Singapore), GDPR(Europe) and
ISO/IEC standards.
- Conduct data risk assessments, data audits
and develop mitigation strategies.
- Ensure data privacy and
security measures are in place.
- Provide user assurance on
compliance and security (e.g. MOH Solutions Review Board clearance,
endorsed external audits).
- Develop training programs to
educate researchers and staff on data governance and data management
best practices.
- Stay up-to-date with changing regulations and
industry standards, and advise the institute on data governance
matters.
- Collaborate with IT and Data Management team to
ensure data systems and infrastructure support data governance
requirements.
- Monitor and report on data governance metrics
and program effectiveness.
Requirements:
- Bachelor's / Master's degree in information
systems, Data Management, Computer Science. Relevant fields will be
considered.
- At least 5 years of experience in data
governance, data management, or in a clinical research management
setting.
- Proven leadership and project management skills.
- Excellent communication and interpersonal skills.
- Strong understanding of data governance principles, data
management best practices, and clinical research regulations.
- Experience with data governance frameworks and standards
(e.g., DCAM, ISO 27001, ISO 38505).
- Familiarity with data
privacy and security regulations (e.g., PDPA, GDPR).
- Experience with data cataloguing and metadata management
tools.
- Strong analytical and problem-solving skills.
- Relevant certifications in data management will be highly
advantageous(Examples include Certified Data Management Professional
(CDP), Certified Information Management Professional (CIMP), Certified
Data Governance Professional (CDGP), Certified Data Quality
Professional (CDQP)).
